    I haven’t read far enough nor put in enough thought, but I think an intermediary problem arises. Can people accept what is claimed in the second paragraph of page six, and if so, can they think about it? If it is claimed in The Economist, people will ‘believe’ it, but it isn’t clear that thought will result.

    Heh, I have had it saved in my “to read” folder. Surprised that, given the IMF’s pro Washington Consensus policy advice and arm twisting, such a paper would usher forth from the bowels of the beast…
